Yeah, most of the ones I've seen a lot of (enough to put them over more) are twenty and over. I've seen two matches from XIX, three from X-Seven (one of which I hated), and then sporadicly from X-Seven and below. I've seen most of III, but too many matches were too short and forgettable. Have probably three more matches to watch, probably when it starts getting great, but for now, Ricky vs. Savage isn't enough to make it on to the top five.
Also, 23 would be higher but I've missed like four matches so I didn't want to put it too high.

Okay, I don't hate some of these matches (e.g. Shawn v. Taker) but they were disappointing because I expected much more of them. Using my example, I expected a five star bout, not a thre star (mediocre) bout, and I have a feeling the match just felt better due to all the crap that WM XXV was putting on.
I didn't expect much from either Hart vs. McMahon or the Money In The Bank, but both were much more horrible than I ever anticapted. Since I had higher expectations for MITB, and because Hart vs. McMahon was one of the most boring things I've ever witnessed in my life (at least in WWE), I'd rank them around the same.
